Reduce scanner timeout

The vulnerability scanner has a long timeout period where it waits for a host/asset to respond. However, almost never results will be returned when a host times out and the scanner waits for the host to return.
This behavior has a bad influence on the user experience. Scans will take much longer and results in overlapping scans.
Reduce the timeout and warn about timed out hosts.
